Japan is stepping up efforts to strengthen circular economy practices in food packaging as the Ministry of Agriculture, Forestry and Fisheries (MAFF) releases new materials from a government taskforce dedicated to plastic container and packaging resource circulation. The materials stem from the fourth meeting of the taskforce, which examined industry and supply-side perspectives on expanding the use of recycled plastics and reducing waste across food packaging applications. The discussions come at a critical time, as Japan prepares to roll out new national requirements on packaging design and recycled content that are expected to affect manufacturers and supply chains from 2026 onward.
The taskforce was established following a 2025 revision to the Resource Recycling Law, which expanded the range of products targeted for recycled plastic usage and initiated discussions on further extending these targets over the next five years. During the meeting held on January 19, representatives from six industry associations, including those from the confectionery sector, shared insights into current packaging practices, barriers to increasing recycled material adoption, and potential strategies for strengthening supply chain collaboration.
The presentation materials highlight challenges on both the demand and supply sides, such as ensuring consistent quality of recycled plastics, managing costs, and adapting packaging designs to meet recyclability requirements.
These developments align with Japan’s broader push to introduce new certification standards for beverage bottles and other plastic packaging, scheduled to take effect in January 2026.
